An Israeli scheme to move hundreds of thousands of already uprooted Palestinians to a so-called "humanitarian city" in Gaza has led politicians to spar with the defence establishment, but officials say a practical plan has yet to be crafted.

In an interview broadcast on 8th July 2025, the World at One’s Sarah Montague spoke to Baroness Helena Kennedy KC, a human rights lawyer who last year served as an expert on a panel convened by the Internation Criminal Court. Baroness Kennedy said the plan would force Palestinians into a “concentration camp”.
