The government's aim to move people with learning disabilities from secure units has failed, campaigners say. The new water park replaces the much-loved Rhyl Sun Centre, which closed five years ago.

Rhyl is a seaside town that has had more than its fair share of criticism in recent years. Among the unfortunate things it's been dubbed are "worst seaside town in the UK", "infamous" and "run-down".
